National Healthcare without an income tax increase.
How do we get the funds to pay? We have an untapped source. Our taxpayer works a year, pays the taxes on his earnings and has the right to spend those funds. But, what if he does not spend the earnings. Instead and estate is started, funds are accumulated. Now the funds require additional federal services. At the present time our government has taxed such funds only upon transfer. There are many who believe that tax should be eliminated. They claim it is double taxation. This is not correct. A person who earns money and spends it has no further tax to pay. But, one who builds an estate is using federal services to protect that estate.
Our National Wealth is in excess of 54 Trillion. It can then be seen that a tax of 2% may cover the needs. The actual need may be as low as 1% because we have funds coming in from other sources, at present.
If we proceed in this manner we would also lower our income tax. Eliminate Medicaid, business coverage of healthcare and tons of paper work.
People would pay an estate tax, but have 80% of their medical expense taken care of by Medicare.

Postscript
Those who already have Medicare, becuase they are 65 years old, or older will not be getting any additional benefit if this system is adopted. It would appear proper to give them an allowance against this tax, that they might be required to pay. It appears that Medicare paid approximately $ --- per patient. I would suggest that they get a credit of such amount against any of this tax they would otherwise have to pay. However, they should not be entitled to a refund if their tax is less than this amount.
